Single Transferable Vote in Public Elections

This list records details of public elections conducted using the single transferable vote (STV). The list is ordered by country.

United Kingdom

England

STV is not used for any public elections in England.

Northern Ireland

  • European Parliament elections
  • Local elections
  • Northen Ireland Assembly

Scotland

  • Local elections

Wales

STV is not used for any public elections in Wales. The Richard Commission recommended changing the electoral system for the National Assembly for Wales to the Single Transferable Vote in March of 2004. The UK Government, rejected Richard’s recommendation to change the electoral system.

Australia

  • Australian Senate
  • Australian Capital Territory (ACT)- Legislative Assembly
  • Tasmania – House of Assembly
  • New South Wales – Legislative Council
  • South Australia – Legislative Council
  • Victoria – Legislative Council
  • Western Australia – Legislative Council

Republic of Ireland (Éire)

  • European Parliament Elections
  • Local elections
  • General elections (for members of the Dáil Éireann, the lower house of Parliament)
  • elections for members of the Seanad Éireann, the upper house of Parliament (except for eleven nominated members)

India

STV is not used for direct elections in India, but STV is used for the indirect election of over 90% of the members of the Rajya Sabha, the upper house of the federal parliament.

Malta

STV applies for all elections in Malta. However, however in certain circumstances top-up seats may be added in the national parliament to ensure that a party with a majority of first-preference votes wins a majority of seats.

Nepal

According to the Constitution of Nepal 50 of the 60 Members of the National Assembly are elected using STV of these 35 are elected by the House of Representatives and 15 by an electoral college.

New Zealand

  • District Health Board Elections
  • Local Elections for the following local authorities:
    • Chatham Islands Council
    • Dunedin City Council
    • Kaipara District Council
    • Kapiti Coast District Council
    • Marlborough District Council
    • Porirua City Council
    • Thames-Coromandel District Council
    • Wellington City Council

United States of America

  • City Council – Cambridge, Massachusetts.
  • School Committee – Cambridge, Massachusetts

Minneapolis, Minnesota voted in 2006 to adopt STV for certain city elections from 2009, while Davis, California passed an advisory referendum to use STV for future city council elections.
